Mr. Gilbert Serbeh-Yeboah, the Head of Consumer at the Agricultural Development Bank Ghana (ADB) has informed the Accra High Court that the bank processed the initial transfer to the National Service Authority (NSA)-ADB hire purchase account because it fears losing it after the implementation.
According to Mr. Serbeh, who is the witness in the NSA scandal involving the former Deputy Director of NSA, Gifty Oware Mensah, he is aggrieved by the way the case is being arranged and has threatened to withdraw from it.
In the Accra High Court on June, 16, 2026, during the cross-examination by the accused, Gary Nimako Marfo, Mr. Serbeh said the agreement between ADB and NSA began in October, 2022, but no transactions had occurred as of February, 2023.

Mr. Serbeh rejected the claim that ADB did not receive instructions from the accused before authorising the transaction.
He explained to the Court that the accused got angry after she was asked questions before authorisation.
The witness added that the Bank subsequently approved an initial amount of GH¢193,300 after checking the funds presented by the accused.
He further stated that the accused told the bank that the transfer request would be processed afterwards.
Mr. Serbeh stated emphatically to the counsel that all transactions were made through NSA hire purchase.
He stated that on February, 22, 2023 an amount of GH¢148,841 was paid to the Block of Life which was part of a GH¢193,300 allotment.
The case was adjourned to June, 17, 2026 for the proceedings to continue.
