His Excellency John Dramani Mahama has cut the sod for the Phase II construction of the Sentuo Oil Refinery expansion project expected to boost the oil economy sector in the country and create job opportunities for the youth.
Phase II is expected to produce 40,000 to 100,000 barrels, which will position Ghana as the leading oil refinery producer in West Africa.
On Thursday, June, 25, 2026, the sod-cutting ceremony which took place at the Sentuo Oil Refinery premises welcomed numerous dignitaries including the Minister of Energy and Green Transition, John Jinapor; the Chief Executive Officer of the company – Xu Ningquan, Minster of Agribusiness and Trade Industry, Elizabeth Adjare and other government officials.

The Minister of Energy and Green Transition, Hon. John Jinapor speaking at the ceremony says the phase II expansion project is a great milestone in adding value to petroleum before exporting it.
He added that the step is aimed at creating thousands of jobs for the youth in the country.
According to him, the expansion is expected to employ 800 – 1,500 youth in the sector upon completion of the refinery.
The Chief Executive Officer of the company, Xu Ningquan, speaking at the ceremony, says the expansion aims not only to improve the oil refinery but also to create jobs.
He added that people from the engineering sector, petroleum, and logistics will be allowed to work in the refinery.
Above all, he added that the Senatu refinery aimed to increase exports and reduce the importation of refined oil in the country.
The expansion of the Senatu Oil refinery forms part of the government’s aim to place Ghana above other countries in the Sub-Saharan region in the oil refinery sector.
